SCS/HB 213 – This act requires each public higher education institution to have policies that promote academic freedom between and among students and faculty and to notify students of such policies. Students shall be entitled to file a grievance if they believe their rights to a learning environment founded on academic freedom have been violated. Each institution shall maintain a grievance procedure but any student having a grievance relating to a grade or examination score shall first exhaust the institution's academic grievance process. When any student asks a course instructor for assistance in filing a grievance, the instructor shall inform the student of all the available options. Each institution shall submit to the coordinating board for higher education a report detailing the specific measures taken to promote student academic freedom no later than July 1, 2008. Each institution shall submit by July 1, 2009, and annually thereafter, a report to the board detailing any changes of the policies described therein and the number of grievances filed. Within three months, the board shall then provide a report to the general assembly compiling the number of grievances received at each institution. MICHAEL RUFF
