HCS/HBs 1934 & 1654 - Under current law, the fee for a license to operate a facility that houses dogs or cats or to act as a commercial dog or cat breeder may range from $100 to $2,500 per year. The act modifies the fee for commercial breeders so that it may only range from $100 to $1,000 per year. The act exempts animal shelters from licensing fees beginning January 1, 2014 and allows the Department of Agriculture to, by rule, exempt an animal shelter from the fees in the meantime. The Department may deny or revoke a license for an animal shelter if it determines that the animal shelter makes an unreasonable profit from the adoption or sale of its animals.ERIKA JAQUES
