HCS/HB 1134 - This act provides that a state employee, excluding members of the General Assembly and statewide elected officials, who has not previously been a retiree of the Missouri State Employees' Retirement System (MOSERS) who is eligible to receive an annuity which shall begin no later than November 1, 2015, shall be eligible to apply for medical benefits as specified in the act. Additionally, a retiree whose retirement annuity commenced on or after March 1, 2015, but no later than November 1, 2015 is also eligible for such benefits.
The governing boards of Truman State University, Lincoln University, certain colleges and universities, and the commissions that govern the Department of Conservation and the Department of Transportation may elect to offer the same medical benefits to its employees and retirees who meet the same retirement requirements.
The act specifies that the state may hire employees to replace those retiring under this act, but that departments shall not fill more than twenty-five percent of those positions vacated.
MOSERS and the Missouri Department of Transportation and Highway Patrol Employees' Retirement System (MPERS)shall make a report to the governor and the commissioner of administration detailing the effect of state employee retirements pursuant to the act. The Office of Administration shall make a report to the governor and the General Assembly of the budgetary effect of state employee retirements relative to the effect of this act, and Missouri Consolidated Health Care Plan shall also submit a report to the Office of Administration.
