HCS/HB 187 - This act modifies provisions relating to postsecondary education public benefits. This act repeals a provision of the Access Missouri Financial Assistance Program that prohibits Access recipients from being enrolled, or intending to use the award to enroll, in a course of study leading to a degree in theology or divinity.

Currently, students who are unlawfully present in the United States are prohibited from receiving a postsecondary education benefit. This act changes this prohibition so that students in unlawful immigration status are prohibited from receiving a postsecondary education benefit. (Section 173.1110)
This act prohibits public institutions of higher education located in Missouri from offering a tuition rate to any student with an unlawful immigration status that is less than the tuition rate charged to citizens or nationals of the United States whose residence is not Missouri. Any such student must be charged the same tuition rate as international students.
