SB 451 - This act modifies the offense of distribution of a controlled substance in a protected location to be only if the controlled substance is distributed to a person under the age of 22 years old. This act also provides that this offense shall not apply if committed by a person under the age of 22 years old. Additionally, this act provides that the offense of manufacture of a controlled substance is a class B felony when committed in a protected location and when the person involves another person under the age of 22 years old while committing such offense. This act also provides that this offense shall not apply if committed by a person under the age of 22 years old.
Finally, this act provides that the offense of trafficking drugs in the first degree is a class A felony if the quantity involved is more than 30 grams of certain illegal substances, is distributed in certain protected locations, and the person distributes the drugs to a person under the age of 22 years old. This act also provides that this offense shall not apply if committed by a person under the age of 22 years old.
