SB 14 - This act makes several changes in statutes pertaining to libraries.

1. The State Library will disseminate information by necessary methods and means within Missouri.

2. If voters have not approved a tax within a five year period following establishment of a library district, the district will be dissolved.

3. The power of a library board to issue bonds secured by a deed of trust on any land owned by the board to purchase land as well as erect library buildings and improve existing buildings is expanded.

4. Expands the term "library network" to encompass a process of cooperation between libraries in the state.

5. Creates the "Library Networking Fund", which shall be used to accept gifts, contributions, grants and bequests.
