SB 61 - A mentally retarded individual, defined as a person with an IQ of seventy-five or less, shall not be subject to the death penalty, but shall serve life in prison without eligibility for probation or parole upon a conviction of murder in the first degree.
This bill is similar to SB 447 (1994).
