SB 424 - This act addresses financing the costs incurred in implementing a Department of Natural Resources (DNR) energy conservation project in buildings that are not owned by the State but instead are owned by schools, hospitals, small businesses, or local governments.
Section 640.651 defines 22 relevant terms including "applicant", "borrower", "building", "loan agreement", and "project cost".
Section 640.653 provides details regarding DNR's loan application process.
Sections 640.660 through 640.680 address repayment of the loan, record keeping, rulemaking, and the establishment and maintenance of appropriate accounts by the State Treasurer and the borrowers.
Sections 640.682 and 640.686 authorize DNR to issue and sell bonds to finance the energy conservation projects.
