SB 459 - This act establishes that, after July 1, 1998,
state expenditures for the health access incentive fund and the
school health initiative programs will be made exclusively with
federal funds. Until July 1, 1998, expenditures for these
programs may be made with federal funds plus gifts, bequests,
donations and appropriated general revenue funds. However, any
state expenditures that may be made as provided until July 1,
1998, shall not exceed $4 million in any fiscal year.
