CCS #3/SS/SCS/SJR 4 - This constitutional amendment,
approved by the voters in April, 1995, removes charter counties
and counties with a constitutional form of government from the
county classification scheme. The prohibition against passing
laws for fewer than all counties within a class is removed. The
amendment is intended to be applied retroactively so that laws
which were passed previously in violation of this section of the
Missouri Constitution would now be constitutional.
