Measure
to Expand Access to Early Education Programs Receives Committee
Approval |
JEFFERSON CITY — Today, a measure
(SB
133) sponsored by Sen. Joe Keaveny, D-St. Louis, to expand
access to early education programs was voted “do pass” by members
of the Senate Education Committee. With this passing vote by
panel members, the measure has the potential to receive full
debate in the Missouri Senate. Funding for early education
programs is one of Sen. Keaveny’s top priorities for the 2013
legislative session, and the senator points out that by investing
in children’s future, Missouri will see a stronger workforce.
“I’m
glad to see this critical measure move forward in the Senate,
and I look forward to discussion on how we can help our children
build for themselves a foundation on which they can enjoy a successful
education and, in turn, find rewarding careers that contribute
to a flourishing economy in Missouri,” Sen. Keaveny said.
Senate
Bill 133 would allow a school district that operates an early
education program to receive state funding through the foundation
formula for students between the ages of 3 and 5 who are eligible
for free and reduced lunch. When the measure received a hearing
in the Education Committee on Wednesday, Feb. 27, numerous
organizations testified in support, including representatives
from Missouri State Teachers Association, Child Care Aware of
Missouri, Missouri National Education Association, and the Missouri
School Board Association.
In addition, on Tuesday, March 5, a
rally was held at the Missouri Capitol in support of expanding
access to early education. During the event, a report commissioned
by the Missouri Coordinating Board for Early Childhood was released,
highlighting the economic benefits of investing in early childhood
education. The report notes that the return on investment for
early childhood funding can be as high as $16 for every dollar
invested.
“With bi-partisan support from lawmakers and numerous
organizations throughout the state, I hope to see this bill move
swiftly through the Missouri Legislature,” Sen. Keaveny said.
