Legislating Our Values

In the early days of session, it is essential for legislators to take a moment to consider the basic values that shape our proposals. Our laws must reflect what is truly important to Missouri citizens.

Ferguson Omnibus Legislation Gets a Hearing

The hearing on Senate Bill 21, legislation designed to protect Missouri citizens from overzealous law enforcement, will be held on Wednesday, Feb. 4, at 8:15 a.m. in the Missouri Capitol, Senate Committee Room 1. Student Transfer Omnibus Bill

Last Wednesday our committee on Education convened to resume discussion of student transfer legislation, a debate left unresolved by the events of last year's session. Last year, the governor opted to veto the finished student transfer bill, SB 493, mainly for the reason that it included private, non-sectarian schools as transfer options. He also raised issues with provisions related to providing transportation to the receiving schools of student transfers. In the meantime, students from troubled districts continued to suffer the consequences of delayed action – this is a struggle we must revisit.

This journey is a personal one – as a member of the University City School Board, I have seen how an incomplete education will impact every aspect of children's lives. Among the costs is a community's ability to articulate responses to injustice, as we saw in the aftermath of Ferguson. This year begins on an optimistic note, however, with a clear vision of the road before us. This time legislators are better informed of the governor's objections, and fully understand that action is needed now to safeguard the education of Missouri youth.

During the committee hearing, I explained how my proposal, Senate Bill 22, would affect that needed change. This bill addresses the chaos that currently defines the state of affairs for student transfers. It is designed to provide the maximum education opportunities to students, and fully inform parents of their options. Beyond facilitating students' option to relocate, it also contains measures to help the schools themselves – these improvements include free tutoring programs, and allowing schools to opt to increase the number of school days / hours.

Long Term Care Bill

Last Tuesday, I presented Senate Bill 82 in the Senate Seniors, Families and Children Committee. This bill would strongly encourage long-term care facilities to create policies geared towards greater familial involvement in the lives of its residents. Examples of these policies in action include organizing conferences between families of residents to share their experiences, and to discuss how to provide support to the residents of the facility. It has always been my belief, and many will agree, that there is nothing more important than family. As caretakers of our loved ones, it is essential that these organizations facilitate ways to involve the families of residents in their support.
