JEFFERSON CITY — As part of his leadership responsibilities, Senate Leader Robert N. Mayer, R-Dexter, named members of the Missouri Senate to 18 of the upper chamber’s standing committees this week.  Standing committees, as opposed to other committees such as conference, interim, joint, select, and statutory committees, have continuous existence and consider bills by subject pursuant to the Missouri Senate’s rules.

After bills are first introduced in the Senate, also known as “first read,” the Senate leader must assign each measure to a committee before it can move foward in the legislative process.  This week, Sen. Mayer assigned, or “second read” more than 50 measures to their respective legislative committees.  Many of the committees listed above will begin considering legislation as early as next week. 

The Senate Rules, Joint Rules, Resolutions and Ethics Committee already met this week to consider two concurrent resolutions.

Senate Concurrent Resolution 1, sponsored by Sen. Ridgeway, relates to the Electric Utility Renewable Energy Standard requirements.  More specifically, this resolution disapproves a final order of rule making by the Missouri Public Service Commission in regards to the Electric Utility Renewable Energy requirements.

Sponsored by Sen. Lembke, Senate Concurrent Resolution 3 rejects the salary increases for judges, legislators and statewide elected officials recommended by the Citizen’s Commission on Compensation for Elected Officials.

Both SCR 1 and SCR 3 must be voted out of committee before they can be considered by the full Senate.

In other Senate action, seven of the “Rebooting Government” working groups met this week to consider ways to further control, alter or delete government programs and departments in order to reduce costs and maximize state resources.  Work groups took time this week to evaluate Missourians’ submitted ideas in the areas of education; general government and the Office of Administration; retirement and employee structure; social programs; tax structure and economic development; courts and public safety; and agriculture, outdoors, the Department of Natural Resources and transportation.

In observance of Dr. Martin Luther King, Jr., the Senate will not be in session on Monday, Jan. 17.  The Missouri Senate will reconvene at 4 p.m. on Tuesday, Jan. 18. The First Regular Session of the 96th General Assembly runs through Friday, May 13, 2011.
