Nov. 3, 2015 Missouri has three new laws that relate to elections. Senate Bill 104, which modifies provisions relating to elections; Senate Bill 34, legislation that extends voter registration requirements; and House Bill 63, a measure that changes the laws regarding people seeking public office. Oct. 27, 2015 Several of Missouri’s new laws relate to education. House Bill 41 is legislation that removes portions of the school funding formula that are no longer relevant due to the passage of time; Senate Bill 93 creates the Campus Free Expression Act; and Senate Bill 334 modifies provisions relating to the boards of regents of state colleges and universities and broadens the degree-granting authority of Harris-Stowe State University. Oct. 20, 2015 Several of Missouri’s new laws relate to state commerce. These include Senate Bill 142, which requires the Missouri Department of Natural Resources to take certain actions when submitting certain plans to the Environmental Protection Agency, and House Bill 531, a new law that requires liquid nicotine products to be sold in child-safe packaging. Oct. 13, 2015 In addition to the regular appropriations measures, other new laws relate to how state funding is handled. Senate Bill 210 extends the sunset on certain health care provider reimbursement allowance taxes and modifies provisions relating to MO HealthNet and Disproportionate Share Hospital payments. Sept. 29, 2015 A new law aims to keep Missourians from losing their savings. Senate Bill 244 allows people to report the occurrence, or suspected occurrence, of financial exploitation of qualified adults 18 or older. The new law took effect on Aug. 28, 2015. House Bill 42 would have established a system of school accreditation by building, rather than by district, and established standards for student transfers. Sept. 1, 2015 The annual veto session will start in two weeks. Senate Bill 224 would require a student to be a United States citizen, or permanent resident, in order to be eligible to receive reimbursements from the A+ Schools Program. July 21, 2015 Only one measure sees neither a signature nor a veto from the executive branch this year. House Bill 137 changes the laws regarding competitive bidding for a contract license office.
