Current Bill Summary

SB 1072 - This act establishes a Death Penalty Commission, with a two year moratorium on executions. The nine member commission shall hold public hearings, and shall review murder in the second degree and murder in the first degree cases committed in or after 1977. The commission shall be allowed access to all information on relevant cases maintained by the Missouri Supreme Court, state courts, state and local prosecutors offices and the state public defender system.

The Commission shall report its findings and recommendations in a report to the Governor, the General Assembly and the Missouri Supreme Court by January 1, 2003. The Commission shall recommend any changes to the death penalty laws needed to ensure fairness of court procedures and elimination of race disparity.

This act is similar to SB 838 (2000).
