Current Bill Summary

SJR 30 - This constitutional amendment, if approved by the voters, revises the composition and duties of the Missouri Citizens' Commission on the Compensation for Elected Officials. The Commission would have authority to set annual compensation, but would not have responsibility for per diem or mileage. The current requirement that one member must be a retired judge appointed by the Supreme Court is removed.

Members appointed by the Governor must be balanced by geography, occupation and age to reflect the perspectives of citizens. The current provision requiring geography along with a complex set of business and occupational interests is removed.

The schedule takes effect "subject to an appropriation for such positions and in such amounts as set by the General Assembly". The requirement of a concurrent resolution to defeat a schedule is deleted.

The General Assembly's authority to provide cost of living increases is changed so that COLAs are given proportionate to the percentage increase in personal income the preceding calendar year for those affected positions. The restriction that COLAs cannot exceed the average increase or decrease for other state employees is retained.
