JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment to article X of the Constitution of Missouri, relating to taxation by adding thereto one new section relating to the same subject.
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2000, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article X of the Constitution of the state of Missouri and the amendment receiving the greater majority of votes cast for adoption shall supercede:
Section A. Article X, Constitution of Missouri, is amended by adding thereto one new section, to be submitted to the voters as a separate question, to be known as section 25, to read as follows:
Section 25. Any moneys received by the state of Missouri as a result of a tobacco settlement agreement shall be set at current valuation and deposited in a permanent trust fund to be used for health and education purposes only as provided by law.
Section B. Article X, Constitution of Missouri, is amended by adding thereto one new section, to be submitted to the voters as a separate question, to be known as section 25, to read as follows:
Section 25. Any moneys received by the state as the result of a tobacco settlement agreement shall be refunded annually to the people of the state of Missouri as if such moneys were excess total state revenues pursuant to section 18 of this article.
