FISCAL NOTE: No impact on state funds.
HB 1082 -- FEDERAL LAND ACQUISITION SPONSOR: Crump COMMITTEE ACTION: Voted "do pass" by the Committee on Federal-- State Relations and Veterans Affairs by a vote of 12 to 2. This bill requires the federal government to obtain statutory authorization from the General Assembly to acquire land in Missouri for reforestation, recreational, or agricultural purposes. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that people are having their land taken from them by the government. Most people don't want to sell. The federal government has unlimited funds and can buy all the land it wants. Federal land purchases reduce the local tax base. Testifying for the bill was Representative Crump. OPPONENTS: Those who oppose the bill say that this bill will prevent willing sellers from selling to the federal government. Most people don't want to wait for the legislature to approve a sale. This bill will stifle private property rights. The federal government only owns 5% of the state's land. The bill will also slow transfer of land along Missouri's floodplain.
