COMMITTEE
HB 1186, HCA 1 -- CONVEYANCE OF THE CHURCH FARM
CO-SPONSORS: Gratz, Vogel
COMMITTEE ACTION: Voted "do pass" by the Committee on
Correctional and State Institutions by a vote of 15 to 0.
This bill authorizes the Governor to sell, transfer, grant, and
convey certain property at the Church Farm Correctional Facility
to any person at public offering. The Office of Administration
will have the property appraised and set the terms and
conditions of the sale.
All proceeds from the sale will be used for construction or
repair and maintenance of correctional facilities.
HCA 1 -- Adds a description of the property being conveyed which
includes 1,100 acres in the Missouri River Bottoms, known as the
Church Farm Bottom, and an 18 acre tract of land on the south
side of Highway 179 which adjoins Wade Road.
FISCAL NOTE: Estimated Net Income to General Revenue Fund of $0
or $3,200,000 in FY 2001, $0 in FY 2002, and $0 in FY 2003.
Estimated Net Loss to Working Capital Revolving Fund of $0 or
$98,300 in FY 2001, $0 or $101,741 in FY 2002, and $0 or
$105,301 in FY 2003.
PROPONENTS: Supporters say that the ground in the Church Farm
bottom that is not covered in sand is being leased. By selling
all 1,100 acres, it is believed that the new owners would
reclaim the land and make it productive again. It would also be
an opportunity to place the land back on the county tax rolls.
The other piece of ground is needed by Cole County to widen Wade
Road.
Testifying for the bill was Representative Gratz.
OPPONENTS: There was no opposition voiced to the committee.
