This bill allows any managed care entity to provide documents
and materials to an enrollee via the entity's Internet site,
instead of in printed form, upon securing a waiver from the
enrollee.  The enrollee may revoke the waiver at any time.

FISCAL NOTE:  No impact on state funds.

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Insurance by a vote of 17 to 0.

This bill allows any managed care entity to provide documents
and materials to an enrollee via the entity's Internet site,
instead of in printed form, upon securing a waiver from the
enrollee.  The enrollee may revoke the waiver at any time.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that the insurers are simply trying
to make the industry as paper-less as possible.  Most people who
have access to the World Wide Web prefer getting information
from a web site, rather than having big member handbooks and
provider directories mailed to them each year.

Testifying for the bill were Representative Auer; Mercy Health
Plan; United Health Care of the Midwest; Missouri Association of
Health Plans; and American Medical Security.

OPPONENTS:  There was no opposition voiced to the committee.
