This bill allows the governing body of the city of North Kansas City to establish, by ordinance, reserve funds for specific projects or general operations. The repeal or amendment of any such ordinance must be approved by the qualified voters of the city. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that some small cities have a surplus of funds and would like to save these funds for future projects. Testifying for the bill was Representative Skaggs.
