HB 1946 -- ADOPTION (Dougherty)

Under current law, placement of a child in an adoptive home may
not be delayed or denied solely on the basis of race, color, or
national origin.  This bill prohibits race, color, or national
origin from playing any role in child placement by deleting the
word "solely" from the provision.

FISCAL NOTE:  No impact on state funds.

COMMITTEE ACTION:  Voted "do pass" by the Committee on Children,
Youth and Families by a vote of 18 to 0.

Under current law, placement of a child in an adoptive home may
not be delayed or denied solely on the basis of race, color, or
national origin.  This bill prohibits race, color, or national
origin from playing any role in child placement by deleting the
word "solely" from the provision.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill is necessary clean-up
to mirror more closely federal law and remove the potential for
conflict in interpretation.

Testifying for the bill were Representative Dougherty; and
Division of Family Services.

OPPONENTS:  There was no opposition voiced to the committee.
