CCS SCS HB 1948 -- MOTOR VEHICLES

This bill includes concrete pump trucks in the definition of
"special mobile equipment."  The Department of Transportation
will be required to issue single or annual special use permits
for concrete pump trucks or well-driller equipment.  Such
equipment, when permitted, may be operated on all roads and
highways of the state at any time on any day.  The department
will set fees for the issuance of the permits.

The bill also defines "dromedary" as a box, deck, or plate
mounted behind the cab and forward of the fifth wheel on the
frame of the power unit of a truck tractor-semitrailer
combination.  A dromedary may carry part of the load when
operating independently or in combination with a semitrailer.  A
truck-tractor equipped with a dromedary and a semitrailer will
be allowed a length of 60 feet when operating on state
highways.  On interstate highways, the length of a semitrailer
when pulled by a truck-tractor equipped with a dromedary may not
exceed 53 feet.

The overall length allowed for automobile transporters, boat
transporters, and truck-trailer boat transporter combinations is
increased from 65 to 75 feet.

Owners of inoperable motor vehicles or vehicles being stored and
not operated will be exempt from maintaining liability
insurance.  The Director of Revenue may prescribe rules and
regulations for the implementation of this requirement.

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Transportation by a vote of 22 to 0.

PROPONENTS:  Supporters say that pump trucks will be clearly
defined as "special mobile equipment."  Highway and bridge
construction projects are many times, especially in large urban
areas, poured during night time hours.  Under current
restrictions, this presents a timely movement problem.  During
any construction project, the unexpected may happen that may
alter the planned time schedule.  This legislation allows such
vehicles to be moved and used in a more timely and efficient
manner, the newest type equipment will be allowed to be used,
and the permitting process may be more timely.
