First elected in 1982, Senator Flotron served three terms in the House of Representatives before being elected to the Missouri Senate. He served as Assistant Minority Floor Leader in the House from 1986 to 1988.
Senator Flotron has been active in areas that deal with campaign finance, taxation, law enforcement, education, health care, and the environment. The Senator reformed Missouri's election law to make it illegal for politicians to keep campaign contributions for personal gain, closed a tax loophole that had cost Missouri citizens $160 million, was responsible for the first $16 million in the state's emergency "Rainy Day" Fund which prevented a state tax increase during the Great Flood of '93, secured charter school legislation, created the Certified Capital Company law that has been instrumental in providing investment capital to small business, and was responsible for legislation that provides long-term health care coverage availability.
In 1992, Senator Flotron received, from the Missouri Chamber of Commerce, the Spirit of Enterprise Award in recognition of and appreciation for his efforts to protect our nation's free enterprise system. He was chosen Missouri's "Most Outstanding Senator" in 1993 by the Missouri Police Chiefs' Association for effective improvement in state law enforcement. He received the "Legislative Award" from the Professional Independent Insurance Agents of Missouri and was the recipient of the "Public Awareness Award" by the St. Louis Chapter of the Alzheimer's Association for leadership in legislation to assist Alzheimer's victims and their families, both in 1994. He also received the "Appreciation Award" for dedication to good government at both the local and state levels from the Missouri Municipal League and the Missouri Association of Counties special recognition for efforts on behalf of county government in opposing caps on governmental liability and sponsorship of amendments aimed at major tort reform, both in 1998. He was the first Missouri legislator to receive the National Federation of Independent Businesses "Small Business Guardian Award" and has consistently earned the highest ratings against taxation by the Missouri Taxpayers Watchdog Association.
Senator Flotron was born on December 23, 1954. He is a graduate of DeSmet Jesuit High School, and earned a B.S. in Business Administration from Washington University. He is a founder and principle of an interactive marketing multimedia development firm. His wife, D. Anne Lewis-Flotron, is a landscape architect and operates her own land planning firm, LewiSites. They have been married since 1984.
