AN ACT
To amend chapter 172, RSMo, by adding thereto six new sections relating to the interstate agri-market development center, with a termination date.
Section A. Chapter 172, RSMo, is amended by adding thereto six new sections, to be known as sections 172.890, 172.893, 172.896, 172.899, 172.902 and 172.905, to read as follows:
172.890. There is hereby created the "Interstate Agri-market Development Center", which shall be under the direction, control, and supervision of the board of curators of the University of Missouri.
172.893. 1. The director of the interstate agri-market development center may be appointed by the president of the university and approved by the board of curators of the University of Missouri.
2. The director of the interstate agri-market development center may:
(1) Acquire, archive, process, and disseminate information on agri-market development resources through the Internet that are or could be of value to producers and other policy- and decision-makers in this state or other states;
(2) Participate in interstate agricultural marketing matters as they pertain to agriculture, both within and outside the state when necessary or appropriate, or when requested to do so by a proper authority, which shall include, but not be limited to, the legislative and executive branches of this state;
(3) Conduct interpretative programs, investigations, and research pertaining to interstate agricultural marketing resources, including, but not limited to, interstate legal, policy, economic, logistic, and social differences all of which impact the ability of producers to be competitive in the interstate agribusiness market;
(4) Maintain research and business model inventories on or near the University of Missouri-Columbia campus;
(5) Establish a depository for information regarding marketing, business plans, distribution strategies, electronic marketing, value-added strategies or other information deemed desirable by the director for utilization by agricultural producers seeking to compete on an interstate basis or for cooperating with affiliated programs involved in interstate agri-market development, teaching and research programs;
(6) Contract with private entities, state agencies, or interstate affiliates to assist in training of students and the citizenry with respect to interstate agri-market development. In connection therewith, the director may establish a graduate level internship program; and
(7) The director shall be the only state employee of the interstate agri-market development center.
172.896. The establishment of the interstate agri-market development center on the University of Missouri-Columbia campus shall in no way preclude or limit the research and educational activities by other universities, colleges, or other governmental entities. The interstate agri-market development center shall provide support for such activities through data bases and monitoring activities.
172.899. 1. The director shall cooperate and collaborate with widely diverse entities and agencies of this state and other states to establish, maintain and improve the functions of the interstate agri-market development center including but not limited to:
(1) The department of agriculture;
(2) The department of economic development;
(3) The producer organization with the largest membership;
(4) The soybean association;
(5) The cattlemen's association;
(6) The corn growers;
(7) The pork producers;
(8) The poultry producers;
(9) The dairy industry;
(10) The food agriculture policy research institute at the University of Missouri-Columbia;
(11) The value-added development center at the University of Missouri-Columbia;
(12) The economics and management of the agrobiotechnology center at the University of Missouri-Columbia.
2. The director shall present a report each year to the University of Missouri board of curators.
172.902. The interstate agri-market development center may partner with other agencies and states as qualified sites, in order to have diverse locations in which to develop a broad base of information and expertise in the area of interstate agri-market development. Such affiliated sites may be schools, colleges, universities, or other sites open to the public. The interstate agri-market development center shall establish criteria for such affiliation.
172.905. 1. The advisory board to the interstate agri-market development center is created. The advisory board shall consist of eleven members, one of which shall be the director of the department of agriculture or his or her designee, one of which shall be the director of the department of economic development or his or her designee, the remainder of the advisory board shall be appointed by the curators of the university of Missouri and need not be residents of the state. Of the members appointed by the curators of the university of Missouri, at least one member shall be part of the faculty of the university of Missouri, two members shall be faculty members of other land grant universities, and six members will be producers representing different areas of production and a broad geographical base from within the United States. The terms of the members of the advisory board shall be staggered four year terms with each one third of the members selected by the curators of the university of Missouri appointed for two, three and four year terms respectively.
2. The advisory board shall advise the interstate agri-market development center in carrying out the provisions of sections 172.890 through 172.905.
3. The provisions of sections 172.890 through 172.905 shall terminate on August 28, 2002, should the interstate agri-market development center not receive federal matching funds.
