AN ACT
To amend chapter 173, RSMo, by adding thereto one new section relating to foster children.
Section A. Chapter 173, RSMo, is amended by adding thereto one new section, to be known as section 173.270, to read as follows:
173.270. Any foster child who is accepted for admission at any state-funded institution of higher education and requires financial assistance must first apply with the financial aid office at such institution for tuition assistance, such as a federal Pell Grant, or independent living funding through the federal Foster Care Independence Act. Upon the award of such assistance, the coordinating board for higher education, in conjunction with the department of social services, shall provide any such foster child with a balance scholarship, if necessary. For purposes of this section, the term "balance scholarship" shall mean funds awarded to the foster child for the purpose of paying the difference between actual tuition cost and the amount of funds obtained through other forms o
