AN ACT
To amend chapter 137, RSMo, by adding thereto one new section relating to assessment and levy of property taxes.
Section A. Chapter 137, RSMo, is amended by adding thereto one new section, to be known as section 137.239, to read as follows:
137.239. The county assessor of each county and the assessor of any city not within a county shall, beginning January 1, 2002, and every odd-numbered year thereafter, identify, list and state the true value in money of any property, and the valuation that would otherwise be assessed on the property, that was acquired by the county after August 28, 2001, and is exempt from ad valorem taxes. Such properties shall be identified in a report filed with the state tax commission and each political subdivision with authority to impose ad valorem taxes on the property by November 1, 2002, and November first of every odd-numbered year thereafter. Each county shall, prior to January first of each year, make a payment in lieu of taxes to each political subdivision in an amount equal to the amount that would have been paid had the county not acquired the property. The provisions of this section shall not apply to property acquired by a county and used to provide direct services to the public including but not limited to parks.
