AN ACT
To amend chapter 507, RSMo, by adding thereto one new section relating to legislative intervention in judicial proceedings.
Section A. Chapter 507, RSMo, is amended by adding thereto one new section, to be known as section 507.240, to read as follows:
507.240. 1. In any action, suit or proceeding in a court of the United States or in a court in this state, wherein the interpretation or validity of any statute, regulation or constitutional provision of this state is in question, the general assembly acting by joint rules or concurrent resolution, or either house of the general assembly acting by its own rules or resolutions, may at any time appear before the court to intervene in such action, suit or proceeding, or may designate any member or number of members to intervene. Such intervention shall be for the presentation of evidence or for argument regarding the interpretation or defending the validity of such statute, regulation or constitutional provision, or for both such presentation and argument. The general assembly as a whole or either house of the general assembly or such member or number of members designated shall have all the rights of a party to the action, suit or proceeding.
2. The provisions of this section shall be liberally construed so as to effectuate its purposes.
