AN ACT
To amend chapter 144, RSMo, by adding thereto one new section relating to energy cost assistance, with an emergency clause.
Section A. Chapter 144, RSMo, is amended by adding thereto one new section, to be known as section 144.029, to read as follows:
144.029. 1. The director of revenue shall annually determine any increase in state sales tax revenues received from sales of natural gas in comparison to total state sales tax revenues received from sales of natural gas in fiscal year 2001 and report such amount to the commissioner of administration.
2. The commissioner of administration shall upon appropriation annually transfer the amount reported pursuant to subsection 1 of this section from general revenue to the utilicare stabilization fund created pursuant to section 660.136, RSMo, to be used in the manner provided in sections 660.100 to 660.136, RSMo.
Section B. Because of the urgent need to provide additional support for energy costs to low-income persons due to increasing natural gas prices the enactment of section 144.029 is deemed necessary for the immediate preservation of the public health, welfare, peace and safety, and is hereby declared to be an emergency act within the meaning of the constitution, and the enactment of section 144.029 shall be in full force and effect upon its passage and approval.
