AN ACT
To amend chapter 67, RSMo, by adding thereto one new section relating to required set-asides of private land by political subdivisions.
Section A. Chapter 67, RSMo, is amended by adding thereto one new section, to be known as section 67.320, to read as follows:
67.320. Notwithstanding any provision of law to the contrary, any political subdivision that requires a private owner to set aside a portion of the private owner's land for future public works development as a condition for approval of the owner's development plan shall purchase said portion of land within ten years of approval of the plan by the governing entity of the political subdivision. The political subdivision shall pay the owner the fair market value of the property at the time of purchase.
