SB 1131 - This act modifies Section 386.390 RSMo, by first
eliminating the requirement for twenty-five signatures for an
overearnings complaint. This act also states that any
overearnings complaint must be decided by the Public Service
Commission within eleven months from the date of the initial
filing. Finally, this act provides the Commission authority to
order any corporation that has been found by the Commission to
have intentionally overcharged customers, to refund all affected
customers with interest from the date of the overcharge.
