SCS/SB 987 - The act includes language modifications clarifying that exceptions to the formation of a district may be made by any voter, landowner or by any municipality with boundaries located not more than one mile from any boundary of the proposed district.
This act requires that the petition needed to form a public water supply district be verified by at least of the signers of the petition. The verification shall include a statement confirming that service has been made by mail to municipalities located within one mile of the boundary of the water supply district sought.
In addition to amounts authorized prior to August 28, 2004, this act authorizes the Board of Fund Commissioners to issue bonds for grants and loans pursuant to several sections of Article III of the Missouri Constitution. The authorizations are for:
(1) $10 million of bonds for waste water pollution control, drinking water system improvements, and storm water control pursuant to Section 37(e);
(2) $10 million of bonds for rural water and sewer projects pursuant to Section 37(g); and
(3) $20 million of bonds for storm water control plans, studies, and projects in first classification counties and the City of St. Louis pursuant to Section 37(h).
This act states that powers granted by Section 247.085, RSMo, are in addition to powers granted in other sections and are not subject to such sections.
This act requires that a city administrator notify a
public water supply district when one inquires about the
supply of the water service to a construction project
involving a multiresidential or commercial development.
