SB 427 - Under this act, highway contracts shall be granted to a Missouri business bidder even though such bidder is not the lowest responsible bidder if the bidder's bid is no more than 10% higher than the lowest responsible bid submitted by the nonresident bidder. The act also defines what a resident business is for purposes of applying the preference.
