Missouri CON: The Rest of the Story -
Testimony of the Missouri Health Facilities Review Committee
to the Missouri Senate Interim Committee on Certificate of Need
Established pursuant to the Missouri Constitution.
The committee shall consist of five members, three Republicans and two Democrats, and will be responsible for studying Certificate of Need in the State of Missouri. The duties of the committee shall be:
- 1) To evaluate options that would limit or repeal the application of certificate of need requirements for hospitals and other healthcare facilities and the potential consequences.
- 2) To evalutate the impact of physician ownership and self-referral in healthcare.
- 3) To examine the effect of the current certificate of need (CON) law on consumer choice.
- 4) To evaluate the effect of the current CON law on flexibility in developing alternative healthcare delivery systems that are sufficient to meet the needs of the expanding elderly population.
- 5) To explore the impact of various changes to the CON law on competition in the healthcare market.
The committee shall be staffed by counsel from Senate Research and may hold public hearings at locations to be determined by the chairman. Reasonable, actual and necessary expenses of the committee shall be reimbursed by the Missouri Senate.
The committee shall issue a report and make recommendations, as deemed appropriate by a majority of the members of the committee, to the general assembly for legislative action no later than January 26, 2007.
