Current Bill Summary

SCS/SB 1183 - This act modifies the membership on the Missouri Housing Development Commission. The membership of the commission is increased from 10 members to 13 members. Instead of selecting 6 members, the governor shall select 9 members. The act specifically provides that no statewide officeholder shall be an officer of the commission. The Governor shall appoint one member from each of the nine congressional districts.

The act also provides that the commission shall adopt a code of conduct which shall govern the conduct of its members. The code of conduct shall, in addition to other ethical matters, address conflict of interest issues. The commission shall also establish conflict of interest rules which require public disclosure of financial arrangements between the commissioners and housing developers.

Under this act, any employee of the commission shall be prohibited from employment, consultation, or representation with a developer or any entity that is associated with any developer before the commission for 3 years. The executive director of the commission is prohibited taking employment, consulting work, or representation with a developer for a period of 5 years. The act also provides that any employee of the commission who receives an inquiry or has conversations of any type concerning prospective employment, consultation, or representation with any developer or any entity that is associated with any developer shall immediately notify the commissioners in writing. Any employee of the commission shall disclose in writing to the commissioners no less frequently than every 6 months all interests of any kind that he or she hold in any developer or any entity that is associated with any developer. The act also requires employees of the commission to immediately disclose in writing to the commissioners if they intend to obtain any interest of any kind in any developer or any entity that is associated with any developer.
