SB 526 - Any animal or bird under investigation by the state veterinarian for carrying a toxin must not be removed from the premises until certain conditions are met. The act gives the state veterinarian the authority to choose the method of eradication of the toxin. The state veterinarian may restrict the movement of any animal or bird under investigation for the presence of a toxin. Once an investigation is completed, the animal or bird shall either be allowed to be moved or must be permanently quarantined. ERIKA JAQUES
HA 1 - MODIFIES SECTION 265.525 BY ADDING LANGUAGE TO THE DEFINITIONS OF "END USER" AND "HANDLER" TO EXCLUDE PRODUCERS FROM BEING CONSIDERED AN "END USER" OR "HANDLER." ALSO ADDS LANGUAGE TO SPECIFY THAT THE PERSONS APPOINTED TO THE RICE ADVISORY COUNCIL TO REPRESENT END USERS AND HANDLERS SHALL BE EMPLOYED AS AN END USER AND HANDLER, RESPECTIVELY.
HA 2 - PROVIDES THAT THE JURISDICTION AND CONTROL OF THE INTERSTATE AND INTRASTATE MOVEMENT OF DOMESTIC DEER IN RELATION TO THEIR HEALTH AND MANAGEMENT SHALL BE WITH THE DEPARTMENT OF AGRICULTURE.
HA 3 - PROHIBITS THE DEPARTMENT OF AGRICULTURE FROM CONTRACTING OUT ITS DOG-RELATED FACILITY INSPECTION FUNCTIONS TO ANY NON-PROFIT ORGANIZATION. ALSO PROHIBITS ANY PERSON WHO HAS BEEN OR IS CURRENTLY A MEMBER OF AN ANIMAL RIGHTS OR ANIMAL WELFARE ORGANIZATION FROM BEING AFFILIATED WITH THE DEPARTMENT OF AGRICULTURE.
HA 4 - CREATES A TAX CREDIT FOR CERTAIN DAIRY, PORK AND BEEF PRODUCTION. NO INDIVIDUAL TAX CREDIT SHALL EXCEED $20,000 PER TAXPAYER PER YEAR. THE TAX CREDIT PROGRAM EXPIRES AFTER 6 YEARS, UNLESS RE-AUTHORIZED.
