HCS/HB 381 - Under this act, the Department of Revenue must develop a procedure for selecting fee office agents. The department must ensure that fee office contracts are awarded and maintained only with entities that implement procedures that are designed to reduce customer wait times to 30 minutes or less. The act requires the department to give first priority to charitable organizations and then to local political subdivisions when awarding fee office contracts. All fees collected by a charitable organization or political subdivision shall be retained and use by such organization or political subdivision. No individual or for-profit organization will be awarded a contract unless there are no priority-status entities available, and no individual who has pled guilty to or has been convicted of a felony offense or certain alcohol-related offenses will be qualified to hold a contract. No employee under a fee service contract can receive more than $100,000 per year for his or her services. The department will provide assistance to new fee office contract holders during the transition period between switching fee offices. Under the terms of the act, the state auditor may audit fee offices in the same manner as any state agency.
