HCS/HJR 3 - If approved by the voters, this proposed constitutional amendment proclaims that agriculture is the foundation and stabilizing force of Missouri's economy and further declares the right of the state's citizens to raise livestock in a humane manner without undue economic burdens imposed by the state. Laws that criminalize the welfare of livestock shall only be valid if they are based on generally accepted scientific principles and are enacted by the General Assembly.

This resolution is similar to HJR 86 (2010).
