HCR 42 - This resolution urges Congress to: adopt legislation that would prohibit the U.S. Environmental Protection Agency from regulating greenhouse gas emissions; impose a minimum 2-year moratorium on new federal air quality regulations; and require the Obama Administration to conduct a study of the effect of proposed new federal air quality regulations on the U.S. economy.

This resolution is similar to SCR 13 (2011).
