Senator Scott T. Rupp represents in the Missouri Senate all of Lincoln County and portions of St. Charles County. Elected to the Missouri Senate in a special election in April 2006, Scott was re-elected in November 2006 to serve his first full term. Previously, he was twice elected to represent the citizens of northwest St. Charles County in the Missouri House of Representatives and received more than 65 percent of the vote in 2002 and 2004.

Senator Rupp was born on October 17, 1973, in Peoria, IL, the youngest of five children. His parents, Chester and Eleanor Rupp, moved the family to St. Charles when Scott was 10 years old. He attended Null and St. Cletus before graduating with honors from Duchesne High School. After graduating high school, he supported himself while attending the University of Missouri at Columbia. In 1995, after graduating with a political science degree, he started a small business.

Senator Rupp and his brother, Gregory Rupp, founded a college preparatory company, Educational Funding & Financial Aid Specialists, in which they assisted parents of high school students in preparing their children for college. A former investment representative, he also founded the investment firm Rupp & Associates. He also started a mortgage brokerage called Educational Financing Company, which specialized in loans for parents of college-bound students. Upon his election to the Missouri Senate, he sold his businesses and took a position with UMB Bank in O'Fallon, where he is currently vice president of business development, specializing in commercial lending.

Early in his Senate career, Senator Rupp has made a positive impact in Missouri Government. Highly respected for his openness to listen and work for common sense solutions to problems, Sen. Rupp has taken the lead on several important issues facing the state. In 2007, he advanced legislation to modernize Missouri's insurance laws, including measures to protect Missourians from the illegal activities of several title insurance companies that were leaving homeowners with thousands of dollars in debt. Senator Rupp has emerged as a true champion for families with special needs children and his leading efforts as Chair of the Blue Ribbon Panel on Autism resulted in the creation of the first Missouri Commission on Autism Spectrum Disorders and the Missouri Office of Autism. In 2008, Senator Rupp gained national attention for his successful efforts to reform Missouri's outdated harassment and stalking laws, and for his leading role in the enactment of one of the toughest illegal immigration laws in the nation.

On a personal level, Senator Rupp enjoys spending time with his lovely wife, Carissa, his two children, Noelle and Scottie Jr. and three step children, Hayley, Emily & Christian.

Senator Rupp also volunteers his time on local civic causes such as the St. Louis Crisis Nursery, United Services Advisory Board, and the Foundation Board of Barat Academy. He serves on the Children's Services Commission and the State Board for First Steps, Missouri's Early Childhood Intervention Program in Missouri.

Senator Rupp was appointed to the National Coalition for Capitol (NCFC) Board of Advisors in November, 2010. As a member of the NCFC Board of Advisors his role will be to help support economic development and job creation through long-term access to capital for entrepreneurs and small businesses at the state and federal levels.
