SS/SCS/SJR 40 - Upon voter approval, this constitutional amendment creates exceptions to the prohibition against laws retrospective in operation for laws that impose a new obligation, duty, or disability on sex offenders, and laws requiring persons to provide a DNA sample for analysis and inclusion in the DNA profiling system.

This act is similar to SS/SJR 3 (2009) and SS/SCS/SJRs 34 & 30 (2008).
