SJR 23 - This constitutional amendment, if approved by the voters, would modify the duties of the Lieutenant Governor with regard to the Missouri Senate. Beginning with the first regular session of the General Assembly in 2017, all duties and authorities of the Lieutenant Governor regarding the Senate shall become the duties and authorities of the President Pro Tempore of the Senate, except that neither the President Pro Tempore nor the Lieutenant Governor would have the power to break a tie vote in the Senate or on a joint vote of the General Assembly.JIM ERTLE
