This act modifies the current Mark Twain Highway designation set forth in Section 227.303. Under current law, the Mark Twain Highway designation encompasses all of Interstate 70 as contained in the city of St. Louis. Under this act, the Mark Twain Highway designation would run from the city's western city limits to mile marker 248, rather than the Illinois border. In addition, this act designates a portion of Interstate 70, from mile marker 248 to the Illinois border, as the "Andy Gammon Memorial Highway" (Section 227.303). This provision may also be found in SB 286 (2013), SCS/HCS/HB 303 & 304 (2013) and HB 445 (2013).

This act designates the bridge on United States Highway 65 over CST Overlook Avenue in Greene County as the "Missouri Fallen Soldiers Memorial Bridge". The act requires the Department of Transportation to erect and maintain appropriate signs designating such bridge, with the costs for such designation to be paid for by private donations. This provision may be found in SB 280 (2013) and SCS/HCS/HB 303 & 304 (2013) (Section 227.325).

This act designates a bridge on Missouri Route 5 in Laclede County as the "James R. Ledbetter Memorial Bridge" (Section 227.327).

This act designates the new bridge on Interstate 70 crossing the Mississippi River between downtown St. Louis and southwestern Illinois shall as the "Stan Musial Memorial Bridge". The act requires the Department of Transportation to erect and maintain appropriate signs designating the Missouri portion of such bridge, with the costs for such designation to be paid for by private donation. This portion of the act is contingent upon the state of Illinois designating its portion of the bridge as the "Stan Musial Memorial Bridge" (Section 227.421). This portion of the act may also be found in SCS/SB 176 & 192 and SCS/HCS/HB 303 & 304 (2013). This portion of the act contains a contingent effective date.

This act designates the bridge on U.S. Highway 160 in Ozark County as the "Barney Douglas (The Citizen) Memorial Bridge" (section 227.504).

This act designates the portion of State Highway 32 from the city limits of the City of Farmington northeast to the intersection of State Highway 144 as the "Sergeant Jeffery Kowalski Memorial Highway". The costs for the designation are to be paid by private donation (Section 227.515). This portion of the act is also contained in HB 581 (2013) and SCS/HCS/HB 303 & 304 (2013).

This act designates a portion of Interstate 70 in St. Louis City from Union Boulevard east to Kingshighway Boulevard as the "Police Officer Daryl Hall Memorial Highway". The costs for the designation are to be paid by private donation (Section 227.517). This portion of the act is also contained in HB 581 (2013) and SCS/HCS/HB 303 & 304 (2013).

This act designates the portion of U.S. Highway 54 in Missouri as the "Discover More on Route 54" Highway (Section 227.520).

The act designates a portion of Interstate 70 in Montgomery County as the "Graham Picnic Rock Highway" (Section 2).

This act allows the owner of a motor vehicle other than an apportioned motor vehicle or commercial motor vehicle licensed in excess of 24,000 pounds to apply for a special personalized license plate. The act further allows individuals to apply for a variety of specialized license plates for those types of motor vehicles. Under current law, the owner of a motor vehicle other than an apportioned motor vehicle or commercial motor vehicle licensed in excess of 18,000 pounds may apply for personalized or specialized license plates (Sections 301.130, 301.134, 301.144, 301.145, 301.441 to 301.481, 301.562, 301.3032 to 301.3090, 301.3092 to 301.3115, 301.3117 to 301.3141, and 301.3143 to 301.3170).

The act makes several changes to the Operation Enduring Freedom special license plate (Section 301.3090), the Operation Noble Eagle special license plate (Section 301.3116) and the military killed in line of duty special license plate special license plate (Section 301.3142).

The act changes the "Operation Enduring Freedom" special license plate to the "Operation Enduring Freedom Veteran" special license plate and replaces the image of the American flag with an image of the Operation Enduring Freedom medal.

The act changes the "Operation Noble Eagle" license plate to the "Operation Noble Eagle Veteran" license plate and replaces the image of the American flag with an image of the Operation Noble Eagle medal.

The act changes the fee requirement for the military killed in line of duty special license plate. Under current law, the Department of Revenue may issue the plate to specified family members of a member of the United States military who was a resident of this state and who was killed in the line of duty upon receipt of an annual $15 application fee in addition to the regular registration fee for a one-year plate or $30 plus the regular registration fee for a two-year plate. The act requires only the payment of the regular registration fees. The act further specifies that there can be no limit on the number of license plates that any qualified person may obtain so long as each set of plates is issued for vehicles owned solely or jointly by the person (Section 301.3142);

The act allows any woman who served or currently serves in any branch of the United States Armed Forces or was honorably discharged to apply for a special license plate bearing the words "WOMAN VETERAN" and an image to be determined by the Missouri Veterans Commission and the Director of the Department of Revenue for any motor vehicle except a commercial vehicle weighing over 24,000 pounds. (Section 301.3172).

The act allows any person who has been awarded the Korean Defense Service Medal to apply for a special license plate bearing the words "KOREA DEFENSE SERVICE MEDAL"and an image of the Korea Defense Service Medal (Section 1).

This act allows the Director of the Department of Revenue to issue temporary permits to individuals who possess salvage motor vehicles that require law enforcement examinations. A person issued a temporary permit under the act may operate the salvage motor vehicle from his or her residence or storage facility to the nearest authorized examination facility and return (Section 301.140). This provision is also contained in HCS/SB 148 (2013).

This act limits the power of arrest of a Department of Revenue investigator licensed as a peace officer by the Department of Public Safety under Chapter 590 and acting as a peace officer to enforce the provisions of Chapter 301 (motor vehicle registration) and any provisions regarding fees, licenses, or taxes administered by the director to offenses involving fees; licenses; taxes, (other than income taxes or franchise taxes) or in situations of imminent danger to the investigator or another person. Under current law, an investigator's power of arrest extends to all tax offenses, including income taxes and franchise taxes (Section 301.216).

Under current law, the director is authorized to direct any department employee or law enforcement officer to secure possession of distinctive number license plates from motor vehicle dealers who have had their dealer licenses suspended or revoked. This act limits the director's power to directing law enforcement officers to secure the plates and not department employees or agents (Section 301.562).
