HB 103 - This act allows municipalities to adopt ordinances or resolutions that allow all-terrain vehicles or utility vehicles to operate on streets and highways under their jurisdiction. An all-terrain vehicle or utility vehicle must not be operated on a state or federal highway, although if a municipal street crosses a highway at an intersection, the all-terrain vehicle or utility vehicle may cross it if the speed limit on the highway is 45 miles per hour or less. All-terrain vehicles and utility vehicles operated on city streets must be equipped with adequate brakes and must meet any other safety requirements imposed by the municipal governing body. Under the terms fo the act, utility vehicles are not subject to the state vehicle registration provisions.
