Current Bill Summary

SB 904 - Under current law, charter counties must provide notice of hearings to consider rezoning requests at least 15 days before the hearing by publishing the notice once in one newspaper that is published in the county.

This act provides that notice for hearings on requests for special zoning procedures involving planned developments in unincorporated St. Louis County must be made at least 30 days before the hearing in a newspaper that has a circulation of at least 10,000 in the county on two days of publication.

This act also requires the county to provide notice by certified mail at least fifteen days before the hearing to owners and occupants of property that is adjacent to the land affected by the zoning request. Personal notice is also required at least 15 days before the hearing to tenants, occupants, and owners of property located within 1,000 of the affected land. Subdivision trustees who represent property located within one mile of the affected land must receive personal notice and notice by certified mail of the hearing.

In addition, this act requires St. Louis County to create a voluntary, email-based notification system that allows a person to submit his or email address and property address to receive email notification of zoning requests affecting property located within 1,000 feet of the property address.

This act is identical to HB 1942 (2014).
