SS/HCS/HB 1557 - This act requires the Department of Transportation to issue emergency utility response permits that allow motor carriers to transport equipment and materials necessary for repair work immediately following a disaster where utility service has been disrupted.

This act also prohibits any county, city, town, village, municipality, state agency, or other political subdivision of this state that is authorized to issue traffic tickets from implementing or employing a new automated photo red light enforcement system as specified in the bill at any intersection within its jurisdiction beginning September 1, 2014.

This act also allows for the expungement of arrest records when the person arrested was not charged with a felony and each offense related to the offense was nolle prossed or dismissed or the person was found not guilty of each offense. In addition, the subject of the offense must not have a prior or subsequent criminal conviction and the expungement cannot occur if a civil action related to the arrest or arrest records is pending.

This act has provisions identical to HB 1207 (2014).
