SCS/SBs 1050 & 940 - This act requires that no student shall participate in any athletic practice or competition for his or her public school district's athletic program unless he or she has undergone certain preliminary examinations for the purpose of diagnosing brain injuries. Such testing shall be required for every season of every sport in which a student participates. Each school district shall develop a concussion policy by July 1, 2017, as described in the act.
All coaches, teachers, staff, school counselors, and administrators shall receive training on how to handle concussions, in accordance with the district's concussion policy.
A school district shall file an incident report regarding all instances of a suspected concussion or brain injury.
A student athlete who is suspected of sustaining a concussion or brain injury in a practice or game must be removed from competition at that time and administered a side line test designed with a concussion protocol if such test is available and practical. The removal of the student athlete shall be immediate and last for no less than twenty-four hours if the person administering the test believes the student athlete should be removed from competition, or if the side line test is inconclusive or not available and practical.
A student athlete who has been removed from play because of a suspected concussion or brain injury shall not return to competition until he or she has received an examination in which the student athlete is assessed for physical symptoms and undergoes neurocognitive testing, neuromotor testing, and balance and vestibular testing. In its annual report relating to the impact of concussions and brain injuries on student athletes, MSHSAA may describe the concussion policies developed by school districts. (Section 167.775)
Reports of traumatic brain and spinal cord injuries shall be filed with the Department of Health and Senior Services by a treating physician or his designee within seven days of identification, and shall include whether the injury was sustained in an athletic event or practice. (Section 192.737)
