HCS/HB 2345 - This act modifies provisions relating to transportation.LOCAL FUEL TAXES (Section 71.610) This act requires that any local fuel taxes shall be allocated so that 90% of such funds are used for the construction and maintenance of roads, and no more than 10% of such funds are used for policing, lighting, and cleaning such roads.
BUS DRIVER BACKGROUND CHECKS (Section 168.133) - Currently, bus driver's employed by a pupil transportation company under contract with a school district are required to have a criminal background check conducted. This act also requires bus drivers employed by a municipality or any other entity to have a background check.
CONNECTED VEHICLE TECHNOLOGY (Section 304.044) - Currently, the traveling distance between trucks is required to be a minimum of three hundred feet. This act exempts trucks participating in a testing program using networked wireless communication among vehicles, infrastructure, or communications devices. Such testing program shall be limited to trucks operating on public highways and must be approved by the Highways and Transportation Commission. Any connected vehicle technology testing program shall be limited to operating multiple or single pairs of no more than 2 vehicles in a single convoy or formation. Further, this act grants the Highways and Transportation Commission authority to promulgate administrative rules to implement the testing program. This act provides a sunset of 6 years for such testing program, or 12 years if the program is reauthorized.
This provision is identical to SCS/SB 923 (2016) and SS/HB 1733 (2016).
SCHOOL BOARD CONTRACTING FOR TRANSPORTATION OF CHILDREN (Section 304.060) - This act allows any school board to contract with a municipality for the purpose of transporting school children.
