Career and Technical Education Legislation Passes Senate

As a longtime educator, I am very passionate about legislation that affects Missouri schools and students. It is important that we support educational paths toward vocational or technical education along with those that lead toward college.  On February 11, the Senate passed legislation sponsored by Senator Romine that deals with career and technical education (CTE) certifications. Senate Bill 620 would charge the state board of education and the career and technical education advisory council to set minimum requirements for students looking to earn a CTE certificate in addition to their high school degree.

Under this bill, local school districts would determine appropriate curricula, programs and courses that students within their district would need to meet in order to earn a CTE certificate beginning in the 2017-18 school year.  This will allow different districts around the state to customize the programs offered depending on the characteristics of the community and interests of the students.

Senate Bill 620 would also modify the CTE advisory council by changing the way its members are appointed. The council’s current 11 members are appointed by the governor, but unfortunately the governor has not appointed anyone.  This legislation would give the role to the Commissioner of Education in hopes that this arrangement will allow for the council to begin working and that it will be more efficient because the education commissioner is the most qualified official for appointing members to an education council.  Additionally, SB 620 would expand the Council’s membership to include a senator from both the majority and minority caucus, and two representatives who would serve as members until they either resign or leave office. The passing of SB 620 would mean an improved statewide CTE system and a more representational system for students and educators.

With more and more technical jobs becoming available, we need to take the right steps to make sure we are providing the tools needed for students to learn the skills necessary to fill those positions.  SB 620 is an important piece of legislation in meeting the needs of our students and economy.
