JEFFERSON CITY — After nearly 40 hours, debate on Senate Joint Resolution 39 comes to a close. The resolution, upon voter approval, would prohibit the state from imposing penalties on individuals and religious entities who refuse to take part in same-sex marriage ceremonies due to religious beliefs.
